Description
The principles, structure, financing and organisation of health systems. Current issues and challenges facing health systems from a national and international perspective.
Programme and course advice
This course may be taken towards a Postgraduate Certificate or Diploma in Public Health in the pathways:
- Health Services Management
- Health Services Research
It is a core course for the 180 point-Master in Health Leadership and the Postgraduate Diploma in Business in Health Management programmes.
It is also an optional course for Bachelor of Health Sciences (Honours) programme.
Course aims
Content outline
The course covers the following topic areas:
- Basic elements of health systems
- Funding, purchasing and providing health services
- Performance measurement and management
- Hot topics in health systems and Services
Where possible, visiting lecturers are invited to discuss specific topics.
Goals of the course
The overall aim of the course is to provide students with a good understanding of methods for financing, organising and providing health services, and of the key issues that are currently facing health systems.
Learning outcomes
After completing this course, students should be able to:
- Synthesise knowledge of historical developments of health systems within New Zealand and globally to investigate how global and national forces affect activities within the health sector
- Apply understandings of the main functions of a health system and of the key players within it in order to analyse current challenges facing health systems internationally
- Apply knowledge of the main methods of financing and organising health systems to critique the models through which the New Zealand health system is funded and operates
- Be able to participate in informed debate and to present cogent arguments about health system reform

There is no text book for this course. Students are provided access to online course pages which gives full details of the course structure and content, information about where and how to access readings. Messages to students and handouts are distributed through the on-line student learning management system, CANVAS.
Assessment
All assessments will be through course work. There will be no exam for this course.
