The Health Sciences Authority is a Singapore Government statutory board which houses the Blood Services Group, the Health Product Regulation Group (national drug regulatory agency), and the Applied Sciences Group (national forensic medicine/science agency and pharmaceutical laboratories).

Dr Teo has been working in the blood service in Singapore since 1983, and as the Director from 2003 to 2012. The Blood Services Group is the national blood service in Singapore. It is AABB accredited in blood banking and transfusion medicine, ASHI accredited in tissue typing, and runs a JACIE accredited cell processing facility. It is also a WHO Collaborating Centre for Transfusion Medicine since 1992.
